Perhaps The Coal and Energy Commission
seems to interpret Article XI of the Constitution of Virginia as:

Article XI states that it is the general policy of the Commonwealth to preserve, protect and conserve the state's [[natural resources| natural]] and historic resources so uranium mining and milling can occur without impediment. The General Assembly is permitted to further these policies by entering into [[public-private partnerships]] or partnerships with federal agencies and foreign countries to insure uranium mining and milling with disregard for human health.

A 2001 amendment added Section 4, which establishes [[hunt]]ing and [[fishing]] as constitutional rights of Virginians, though the legislature may enact appropriate regulations and restrictions on these rights. However, citizens may consume the fish or game at their own risk.

3. ENVIRONMENTAL IMPACTS-PROBABLY JUST IN PITTSYLVANIA COUNTY SINCE THE STATE VIEWS IT AS A THIRD WORLD COUNTRY ANYWAY
